CPD URGES URGENT REPRODUCTIVE HEALTH EDUCATION

THE COMMISSION on Population and Development is sounding the alarm over rising HIV infections and adolescent pregnancies in the Philippines, particularly among minors, calling for the urgent implementation of comprehensive sexual and reproductive health education nationwide.

The CPD expressed deep concern over recent data that reveal systemic gaps in reproductive health awareness and services among Filipino youth.

Echoing warnings from the Department of Health, the commission stressed that both the HIV crisis and rising teen pregnancies stem from a lack of accurate and accessible education on safe sex practices, HIV prevention, and contraception.

“The incidence of HIV infections and adolescent pregnancy are two overlapping issues that show systemic gaps in accessing reproductive health education. Young Filipinos still lack accurate information about safe sex, HIV prevention, and contraceptive use,” the CPD said.

CPD Executive Director Undersecretary Lisa Grace Bersales underscored the urgency of the issue, warning that the country risks jeopardizing the well-being and future of its youth if these concerns remain unaddressed.

“We call on educators, institutions, local governments—especially parents and families—and other stakeholders to join us in this critical effort,” Bersales urged.

Recent data show a disturbing rise in HIV infections among young Filipinos, with an average of 56 new cases reported daily from January to March 2025—a staggering 500 percent increase among those aged 15 to 24.

The youngest recorded case was a 12-year-old from Palawan. Since 2007, the predominant mode of HIV transmission has remained male-to-male sexual contact.

At the same time, adolescent pregnancy continues to surge. Live births among girls aged 10 to 14 rose from 2,411 in 2019 to 3,343 in 2023, highlighting the vulnerability of young Filipinos to early and unplanned parenthood.

In response, the CPD is ramping up efforts under its Philippine Population and Development Plan of Action 2023–2028 and Comprehensive Action Plan for the Prevention of Adolescent Pregnancy 2025–2028.

The agency is also calling on lawmakers to fast-track the passage of a national policy on Adolescent Pregnancy Prevention, ensure wider implementation of the Philippine HIV and AIDS Policy Act, and promote greater parental involvement in sex education.

“Investing in and ensuring that every youth is protected and empowered is key to building progressive families, communities, and ultimately, a stronger nation,” Bersales said.

The CPD’s call reflects growing concern for the country’s youth amid persistent social, educational, and health challenges.
