ACT Teachers Partylist Rep. France Castro led the Makabayan bloc in filing House Resolution 1516 to investigate, in aid of legislation, the billions worth of learning materials of the Department of Education allegedly being held hostage by the Transpac Cargo Logistics Incorporated.
The resolution cited the filing of a civil case of DepEd to retrieve or regain possession of billions worth of learning materials being allegedly held hostage by Transpac.
It also noted that it was the Duterte administration that entered into a P667-million logistics agreement with Transpac. Still, the facilitation and implementation of the agreement have overlapped with the current DepEd administration of Vice President Sara Duterte.
