THE SENATE and House of Representatives have ratified the bicameral conference committee report on the disagreeing provisions of House Bill 10703 and Senate Bill 2209, which aim to strengthen the protection of children against online sexual abuse and exploitation.

Once enacted into law, violators will be penalized with a fine of P200,000 to P2 million and imprisonment.
Syndicated and large-scale violators face life imprisonment and a fine of P5 million to P20 million.
Under the bill, the Philippine National Police and the National Bureau of Investigation will establish cooperation arrangements with foreign law enforcement agencies for faster exchange of information, best practices and joint investigations.
A Congressional Oversight Committee will monitor and ensure effective implementation, as well as recommend remedial legislation or administrative measures, among others.
