ISINUSULONG ni Parañaque City 2nd District Rep. Joy Myra Tambunting ang pagbuo ng isang komprehensibong training program para sa mga guro ng children with special needs.

Sa kanyang House Bill 8143 o ang proposed Teachers of Children with Special Needs Enhancement Act, sinabi ni Tambunting na mandato ng estado na bigyang proteksiyon ang karapatan ng bawat mamamayan para sa dekalidad na edukasyon sa lahat ng level.

“Children with special needs however find it difficult to access education which is better suited for their needs,” pahayag ni Tambuntin sa kanyang explanatory note.

Sinabi ni Tambunting na sa kasalukuyan ay kulang pa rin ang mga programa para sa special education sa mga learners with special needs at karamihan sa mga ito ay nasa private education institutions lamang.

“Special Education teachers are more equipped with necessary skills to accommodate children with special needs but in cases wherein the regular classes in public schools are the only accessible education, it is important that mainstream teachers are well capacitated to accommodate them,” diin pa ni Tambunting.

Batay sa panukala, bubuo ang Department of Education, katuwang ang Commission on Higher Education, ng special program curriculum sa state universities.

Kabilang dito ang special courses sa child psychology, teaching skills sa paghawak sa children with disabilities, mga special materials at methods, pilot at demonstration projects, gayundin din ang partisipasyon ng mga eksperto sa child psychology.
