CIVIL SERVICE ELIGIBILITY SA TESDA NAT’L CERTIFICATE HOLDERS ISINUSULONG

IPINANUKALA ni Paranaque City 2nd District Rep. Joy Myra Tambunting ang awtomatikong pagkakaloob ng civil service eligibility sa mga holder ng Technical Education and Skills Development Authority National Certificates.

Sa kanyang House Bill Bill 9813 o ang proposed Skills Certificate Equivalency Program Act, iginiit ni Tambunting ang intitutionalization ng Skills Certificate Equivalency Program o SCEP.

“SCEP is currently a collaborative partnership between TESDA and Civils Service Commission which grants civil service eligibility to competent and skilled government employees and those seeking entrance into the service for Category I positions,” pahayag ni Tambunting sa kanyang explanatory note.

Layon ng panukala na bigyan ng patas na oportunidad ang mga certified technical vocational education and traning graduate sa pagpasok sa civil service.

Naniniwala rin ang mambabatas na sa pamamagitan ng panukala ay maiaangat ang dignidad ng middle skill workers at maisasaayos ang imahe ng technical and vocation education.

“Through the institutionalization of the SCEP, we allow qualified skill workers to enter the civil service — ensuring their security of tenure and at the same time, improving the image of techvoc in the country,” dagdag pa ng kongresista.
