CHED CLARIFIES HEIs’ ‘PASS ALL’ POLICY
THE COMMISSION on Higher Education has issued a clarification on higher education institutions which have implemented a ‘pass all’ policy.
CHED explained that Ateneo de Naga University did not solely implement a ‘pass all’ policy, but the students were given the option to get either a non-numerical grade or a passing grade.
The Commission noted that De La Salle University-Dasmariñas did not also implement an ‘all pass’ policy. Instead, each academic department was given the liberty to develop a grading system based on its specific experience which may be distinct from one another.
“While the Commission recognizes the options given by these HEIs for faculty members to give either a ‘pass’ or numeric grade to their students, it is imperative that numeric grades be given to all CHED merit scholars so that they can be properly assessed to determine if they can continue to enjoy their scholarship benefits,” CHED said.
The Commission earlier called on 17 HEIs to provide numerical grades to 424 students so they can continue their education with benefits under the CHED Merit Scholarship Program.
Unlike the Tertiary Education Subsidy and Tulong Dunong grants, the CMSP is awarded to students based purely on scholastic performance or grades in priority degree programs of the government. The CMSP scholars are required to maintain a general weighted average of at least 85% or its equivalent if they have full scholarships or 80% or its equivalent if they enjoy half scholarships.
The 17 HEIs that have CHED merit scholars and grantees but have adopted a ‘pass all’ policy are the following:

Bataan Heroes Memorial College
De La Salle University – Dasmariñas
STI College Rosario
University of the Philippines Los Baños
Cavite State University
Mary Help of Christians College-Salesians Sisters Inc.
Ateneo de Naga University
Partido College
Pili Capital College, Inc.
Bicol State College of Applied Sciences and Technology
University of the Philippines-Visayas
Mindanao State University – Iligan Institute of Technology
Mindanao State University- Naawan
Polytechnic University of the Philippines – Sta. Mesa, Manila
University of Baguio
Mindanao State University – Marawi
The Commission bared that it has written the presidents of these 17 HEIs to give the scholars and grantees numeric grades immediately. Otherwise, the scholars and grantees will lose their scholarships and may need to stop schooling.
