2025 GAA PRIORITIZES MAJOR INVESTMENT IN EARLY CHILDHOOD CARE AND DEVELOPMENT
THE 2nd Congressional Commission on Education (EDCOM 2) announced on Tuesday (07 Jan 2025) that the 2025 General Appropriations Act (GAA), totaling P6.326 trillion, places a strong emphasis on investing in Early Childhood Care and Development (ECCD).
This funding will support two main objectives: enhancing ECCD programs by upgrading the skills of Child Development Workers (CDWs) and establishing more Child Development Centers (CDCs) in underserved areas.
In collaboration with the Early Childhood Care and Development Council, the initiative aims to create effective program guidelines, thereby improving the qualifications and capabilities of CDWs.
This move responds to findings from EDCOM 2, which highlighted a critical need for specialized training. Many CDWs currently lack qualifications specifically in early childhood education. According to data from the Department of Social Welfare and Development, 16.8% of child development workers only have high school diplomas, while 77% hold college degrees—though often not in early childhood education.
The national budget also includes a P24 million allocation for establishing CDCs in low-income municipalities, especially in fifth-class municipalities. This funding will help create at least eight new CDCs in priority barangays without existing daycare centers, as mandated by law.
The funds will assist local government units (LGUs) in constructing CDC facilities and purchasing essential materials such as furniture, equipment, and educational supplies.
