ISINUSULONG ni Senador Kiko Pangilinan ang panukala na isama sa curricula ng Grade 12 High School sa mga pampubliko at pribadong paaralan, ang pagtuturo ng 1987 Philippine Constitution.

Sa paghahain ng Senate Bill 430  o ang proposed Constitutional Education Act, ipinaalala ni Pangilinan na alinsunod sa Konstitusyon, mandato ng lahat ng education institurion na gawing bahagi ng curricula ang pag-aaral ng Saligang Batas.

“When enacted into law, this bill will empower young Filipinos with the knowledge of the most fundamental law of the land, which defines their rights, duties and values. This allows them to become informed citizens who take active participation in the affairs of the State, and provides them with a deeper appreciation of our democracy,” pahayag ni Pangilinan sa kanyang explanatory note.

Batay sa panukala, mandato ng Department of Education, katuwang ang mga concerned agency, constitutional commission  at iba pang eksperto sa Saligang Batas mula sa academe, ang pagbuo ng Constitutional Education course na isasama sa Grade 12 currculum.

Ang pagtuturo nito ay dapat na nakabatay sa pangangailangan at kapasidad ng mga estudyante sa Grade 12 at dapat na tumutugma sa standards at principles ng Enhanced Basic Education Currirulum.

Kabilang sa dapat ituro ang history at overview ng 1987 Constitution; nationalism and sovereignty; State principles and policies; Government Institutions and processes; rights and duties of citizens; democratic values, social justice and human rights; active citizenship and people’s participation in governance; education, science and technology, arts, culture and sports; at current issues.

Nakasaad din sa panukala ang pagsasagawa ng training sa mga guro na magtuturo ng Constitution Education course.
