345K STUDENTS BENEFIT FROM DSWD’S TARA, BASA! TUTORING PROGRAM
THE DEPARTMENT of Social Welfare and Development reported that since the rollout of the Tara, Basa! Tutoring Program (TBTP) in August 2023, a total of 344,998 individuals nationwide has benefited.
This includes college students from low-income families, struggling elementary learners or non-readers, and their parents or guardians.
In a statement, DSWD Undersecretary Edu Punay, head of the Innovations and Program Development Group, said the figures highlight the government’s commitment to inclusive development under President Ferdinand R. Marcos Jr.
“This reflects DSWD and the President’s resolve to ensure that no sector—children, youth, or parents—is left behind, while also providing cash assistance in exchange for meaningful work rendered under the program,” Punay said.
From 2023 to 2025, around 34,981 second- to fourth-year college students from low-income households have been engaged as tutors and youth development workers (YDWs) under the TBTP. These students are enrolled in state universities, colleges, and local government–run higher education institutions.
Under the program, tutors and YDWs conduct tutorial sessions for elementary learners and engage parents for a total of 20 days. They receive cash-for-work compensation based on prevailing regional wage rates.
Punay, who also serves as the national program director of the TBTP, said the initiative is being implemented across several regions, including Ilocos, Central Luzon, Calabarzon, Mimaropa, Bicol, Central and Eastern Visayas, Zamboanga Peninsula, Northern Mindanao, Soccsksargen, Caraga, the National Capital Region, and the Bangsamoro Autonomous Region in Muslim Mindanao.
To further strengthen its impact, the DSWD has introduced innovations and enhancements to expand the program’s reach and improve implementation. Tara, Basa! has also forged partnerships with local government units, academic institutions, and development sector stakeholders.
The TBTP is a restructured educational assistance initiative promoting a holistic learning environment while engaging college students in nation-building through community-based education and social development.
