SENATOR: NO FILIPINO SHOULD BE LEFT BEHIND IN EDUCATION

SENATOR Jinggoy Estrada reaffirmed his commitment to inclusive and lifelong education for all Filipinos following the enactment of the Lifelong Learning Development Framework Act or Republic Act No. 12313.

“Walang Pilipinong maiiwan sa pag-aaral,” Estrada said, emphasizing that the newly signed law embodies the principle that every Filipino should have access to continuous learning opportunities throughout their lives.

Estrada, who authored and co-sponsored the measure, said the law is a vital response to the rapid transformation of the global economy, the rise of new technologies, and the evolving nature of work.

“In an era of fast-changing jobs, technology, and global competition, Filipinos must learn to upskill and reskill to stay relevant and competitive,” he stressed.

“This law ensures that everyone—especially those from communities with limited access to formal education—can benefit from lifelong learning and skills development,” he added.

Under Republic Act No. 12313, the government will institutionalize a national framework for lifelong learning, enabling Filipinos of all ages to pursue education, training, and professional growth across different sectors.

The law also aims to promote inclusive growth by bridging educational gaps and empowering marginalized communities through accessible learning programs.

Estrada hailed the passage of the law as “a milestone for education and workforce development,” noting that it aligns with the country’s long-term vision of building a future-ready and resilient Filipino workforce.

“It is an honor to be part of this landmark legislation that upholds education for all—for life,” he said.
