SOLON PUSHES FOR ESTABLISHMENT OF AI READINESS INSTITUTE IN ALBAY

ALBAY Rep. Joey Sarte Salceda has filed a resolution urging the Technical Education and Skills Development Authority (TESDA) to support the establishment of an Artificial Intelligence (AI) Readiness Institute in Polangui, Albay, aimed at preparing Filipino workers and communities for the rapidly evolving digital economy.
In House Resolution No. 170, Salceda emphasized that the Fourth Industrial Revolution — characterized by breakthroughs in digitalization, automation, and artificial intelligence — is transforming industries and global labor markets. The Philippines, he said, must invest in building AI readiness to stay competitive.
“Artificial Intelligence now influences almost every field — from manufacturing and agriculture to healthcare, logistics, and education. We need to strengthen human capital development so that Filipinos can seize the opportunities brought by these technologies,” the resolution stated.
Under Republic Act No. 7796 or the TESDA Act of 1994, the agency is mandated to enhance the quality and accessibility of technical education and skills development across the country.
Salceda said this mandate positions TESDA as the ideal lead agency to accredit AI-related programs, develop training regulations, and certify digital skills that meet international standards.
The Local Government Unit of Polangui has already expressed readiness to host the institute and provide facilities for its establishment.
Salceda noted that this demonstrates strong local commitment and makes Polangui a strategic pilot site that could serve as a model for AI readiness programs nationwide.
“Albay is a growing innovation hub in the Bicol Region, with strong academic institutions and an emerging digital ecosystem. This initiative can position the region as a center for AI-driven development,” Salceda said.
The proposed AI Readiness Institute will offer training opportunities for students, educators, workers, and micro, small, and medium enterprises (MSMEs) to enhance digital literacy and technical skills.
It also aims to promote inclusive growth by decentralizing access to high-technology education, especially in rural and regional communities.
Under the resolution, TESDA is urged to provide technical assistance in developing AI-focused curricula and competency standards; develop and accredit AI training programs that meet international benchmarks; deploy technology and infrastructure for AI learning laboratories; certify trainers and assessors for AI-related programs; and forge partnerships with universities, industry groups, and international institutions to support innovation and workforce upskilling.
