HOUSE BILL SEEKS TO STRENGTHEN ROLE OF PARENTS ASSOCIATIONS
CAMARINES Sur 2nd District Rep. Luis Raymund Villafuerte filed a measure that seeks to strengthen the role of Parents Associations.
House Bill 10369 or the proposed National Parent Council Act underscores the role and duty of parents in the rearing of children.
Villanueva said that the bill aims to cultivate and enhance the development of Filipino children.
“We enhance the educational system by strengthening the parents associations in the country, and bridge the gap between the home and the school,” he said in his explanatory note.
The measure mandates school authorities to encourage, support and cooperate in the organization of parents associations.
Barangay, municipal, city and provincial officials shall also provide the necessary assistance and support to parent associations especially in the implementation of school-based activities and projects.
To encourage parents and enable them to function efficiently, the bill mandates that a parent representative shall be a member of the Committee on Education or its equivalent in the Sangguniang Bayan, Sangguniang Panlunsod and the Sangguniang Panlalawigan as well as to the advisory board of each school.
All contributions, gifts, donations, bequests by members of the parents associations shall be exempted from taxes.
