PINAKIKILOS ni Ako Bicol Partylist Rep. Alfredo Garbin Jr. ang Department of Trade and Industry at mga lokal na pamahalaan laban sa mga eskuwelahang hindi tumutupad sa kasunduan sa mga estudyante at magulang sa panahon ng online learning.

Sinabi ni Garbin na ito ay kung hindi magagampanan ng Department of Education at ng Commission on Higher Education ang pagpapataw ng parusa sa mga pribadong paaralan na naniningil ng miscellaneous fees kahit hindi naman nagagamit ng mga estudyante dahil wala pa ring face-to-face classes.

“What I refer to is whether a private school is entitled to charge certain fees when the services specific to those fees are not renderable or deliverable during the no face-to-face classes situation of the pandemic,” pahayag ng kongresista.

Inihalimbawa ng mambabatas ang koleksiyon ng library fee gayong hindi naman nagtutungo ang mga estudyante sa library at maging ang aircon fee dahil wala namang pisikal na klaseng nagaganap.

Binigyang-diin ni Garbin na ang paniningil ng miscellanous fees ng mga paaralan sa mga bagay na hindi naman nagagamit ngayon ay maituturing na paglabag sa batas.

“By charging students and parents for fees that have no corresponding service rendered, private schools might be able to evade DepEd or CHED regulation in the event the education officials choose to wash their hands of responsibility and accountability, but the private schools certainly cannot escape the business regulation powers of the mayors and the DTI,” paliwanag pa ng mambabatas.
