NAIS ni Antique Rep. Loren Legarda na magkaroon ng Technical Education and Skills Development Authority training at assessment centers sa bawat munisipalidad sa kanilang lalawigan.

Sa House Bill 7887 o ang proposed Antique Provincial and Municipal TESDA Training and Assessment Centers Act, sinabi ni Legarda na mahalaga ang skills development upang maingat ang kanilang mga kababayan mula sa kahirapan.

“Learnning vocational skill is a powerful tool to reduce unemployment rate, provide livelihood opportunities, and improve the productive potential of an individual in contributing to the economic growth of the community,” pahayag ni Legarda sa kanyang explanatory note.

Sinabi ni Legarda na batay sa pahayag ng World Bank, mahigit dalawang bilyong working age adults ang walang ‘most essential literacy skills’ na hinahanap ng mga employer at one third ng working age population sa low and middile income countries ang walang basic skills para makakuha ng dekalidad na trabaho.

“To address these challenges, the government has to continuously formulate innovative strategies and training interventions in support of skills development efforts in order to produce skillful and competitive work force,” paliwanag pa ni Legarda.

Sa kanyang panukala, nais ni Legarda na magkaroon ng TESDA Training and Assessment Center ang lalawigan at itatayo ito sa munisipalidad ng Hamtic.

Magkakaroon din ng municipal TESDA Training and Assessment Centers sa mga munisipalidad ng Anini-y, Barbaza, Belison, Bugasong, Caluya, Culasi, Hamtic, Laua-an, Libertad, Pandan, Patnongon, San Jose de Buenavista, San Remigio, Sebaste, Sibalom, Tibiao, Tobias Formier at Valderrama.

Alinsunod sa panukala, ang mga center na ito ay mag-aalok ng short-term certificate courses at modular trainings sa technical-vocational skills at trade specialization.

Magtatayo rin ang centers ng research and technology hubs, technology development farms at satellite o extension training centers.

Bukod dito, magkakaroon din ng mobile training programs at palalakasin ang ugnayan sa industry partners at academe para sa pagkakaroon ng trabaho ng mga magsisipagtapos ng training.
