NAIS ni Pasig City Rep. Roman Romulo na amyendahan ang ilang probisyon ng Philippine Teachers Professionalization upang iangat pa ang kalidad ng pagtuturo ng mga guro sa bansa.

Sa House Bill 8046, sinabi ni Romulo na mandato ng estado na protektahan at isulong ang karapatan ng bawat mamamayan para sa dekalidad na edukasyon.

“Quality education is also one of the Global Goals for Sustainable Development. It is the key to prosperity and opens a world of opportunities, making it possible for each of us to contribute to a progressive, healthy society,” pahayag ni Romulo sa kanyang explanatory note.

Sa panukala ng kongresista, iginiit na dapat may partisipasyon ang Department of Education at Commission on Higher Education sa pagbuo ng Licensure Examination for Teachers.

“As the main recipient and future employer of the LET passers, DepEd should ensure that the Philippine Professional Standards for Teachers are manifested in the examination,” diin ni Romulo.

Nais din ng kongresista na gawing mandatory ang pagkuha ng refresher course ng mga examinee na tatlong beses nang bumagsak sa LET.

Kailangan ding magkaroon ng review at assessment sa LET ng non-partisan third party organization.

Binigyang-diin pa ni Romulo na nakumpirma sa naging standing ng Filipinas sa Programme for International Student Assessment 2018 ang pagbaba ng kalidad ng edukasyon sa bansa.

Ipinaliwanag pa ng kongresista na ang kalidad ng kaalaman at kakayahan ng isang guro ay mahalaga para sa paghubog sa kaisipan ng mga estudyante.

“Garbage in, garbage out. It is imperative to ensure that the teachers deployed to instruct and educate our learners have the vital and necessary skills that would challenge our students,” dagdag pa ni Romulo.
